On many engines, yes. The water pump is often driven by the timing belt, so replacing both at once saves you a second round of labour later and avoids a coolant leak forcing the job to be redone.
On an interference engine, a snapped belt can let the valves and pistons collide, causing major and expensive internal damage. That's why preventative replacement is far cheaper than waiting for failure.
